Phlomis fruticosa is a bold, architectural perennial or subshrub with felted, grey-green, sage-like leaves in mounds topped in summer with bright yellow clusters of tubular, two-lipped flowers in whorls on upright or leaning stems. Tolerant of heat and drought but not of winter wet. Jerusalem sage is an evergreen shrub in mild climates or a herbaceous perennial in colder climates.
